What makes an EV charging site attractive to operators

Operators buy a usable charging location, not a car park
A CPO is looking for a place their customers can find, reach, park and charge, with electrical capacity that can be delivered at a cost the commercial model can bear. Empty tarmac without those facts is not an application pack.
What usually gets looked at
Access and visibility, dwell time, neighbouring amenities, incoming power or upgrade path, who can grant a lease or licence, and whether the host wants rent, free hardware, or to stay out of operations.
Signals operators often weigh — none of them is a guarantee

Attractive to whom
Public rapid operators, destination partners and workplace specialists are not interchangeable. A hotel that suits destination charging may be uninteresting to a hub operator. A depot may be of no interest to a CPO at all.
What hosts get wrong
Leading with expected rental income, inventing utilisation, or treating “operator funded” as the starting fact. The honest sequence is site described, then a test of whether any operator model fits — and a site-funded path if it does not.
